Magnetic Observatory had been established in Canada inColonel Sabine and Sir John Herschel, Bart, persuaded the Royal Society to sanction a magnetic survey of British possessions in North America.

This survey was undertaken by Lieut. J.H. Lefroy who had been placed in charge of the obser– vatory at Toronto in Historical, i.e. pre, upper-air data are a valuable source of information on the state of the atmosphere, in some parts of the world dating back to the early 20th century.
